<br />Preliminary and Final Plat <br /> <br />The property cUITently consists of four separate lots, each with drainage and utility easements <br />around the property lines. In addition, there is a five foot public walkway easement extending <br />between County Road C-2 and Centennial Drive. The new plat would combine these four lots <br />into one lot, eliminate the unneeded drainage, utility and walkway easements and provide new <br />utility and drainage easements on the property lines of the newly created lots consistent with City <br />subdivision requirements. <br /> <br />Plannine Commission Recommendations: <br /> <br />The Planning Commission, at the June 12, 1996 meeting, on a 5-1 vote, recommended that <br />the City Council approve a resolution fmding that a conditional use permit and a <br />Comprehensive Plan Amendment are not necessary at 2865 Hamline Avenue North. <br /> <br />The Planning Commission also, at the June 12, 1996 meeting, unanimously recommended <br />approval of a resolution approving Roseville Covenant Church's request for preliminary <br />and final plat approval and a 16-112 foot height variance with the following conditions at <br />2865 Hamline Avenue North: <br /> <br />a. This project has three sides that could have sidewalk constructed on them. The~y are <br />Ham1ine, Centennial, and County Road C-2. At ~his point, staff would recommend <br />a cash contribution of $13,350 <as per attached) into the City sidewalk fund. <br /> <br />b. A street assessment for County Road C-2 in the amount of $17,536.95 will be <br />payable if the plat is approved. The owner has the option of requesting the City <br />Council consider assessing this amount over 15 years. This assessment is due to <br />change from R-l to Tax Exempt R-l. <br /> <br />c. Prior to other uses of the existing five foot walkway easement running from County <br />Road C-2 to Centennial Drive, the existing easements must be vacated. There are <br />also existing drainage and utility easements on the site. A hearing for the vacation <br />of these easements has been scheduled for the City Council meeting on June 25, <br />1996. <br /> <br />d. There must be adequate screening along the north portion of the property between <br />.the parking lot and the existing homes. The screen must be 5 feet minimum in <br />height and 800/0 opaque within three years. In addition, landscaping along the west <br />property line where the property abuts the existing homes must also meet the same <br />requirements. <br /> <br />e. Any site sign age must be monuments that meet all setback requirements. <br /> <br />4 <br />
