<br />Churches, by their nature, tend to be structures with a great deal of volume and height. The <br />Roseville Covenant Church has indicated that the 46-1/2 foot height of the proposed new <br />sanctuary is necessary to achieve the correct acoustics within the sanctuary, as well as creating <br />space to store acoustical equipment, lighting, and HV AC equipment. With the amended <br />landscape plan, the project meets all setback requirements and design standards. Recognizing <br />the need for volume for proper church acoustics and given the proposed church facility will meet <br />all other setback and design standards, staff recommends approval of the Roseville Covenant <br />Church request for 16.5 foot variance to the height specification for R-l zoning districts. <br /> <br />Sua=eested Council Action: <br /> <br />1. By motion, adopt a resolution finding that an application for a conditional use permit and <br />comprehensive plan amendment are not necessary. <br /> <br />2. By motion, adopt a resolution stating that the preliminary and final plat consolidating <br />four lots into one is approved subject to the following conditions: <br /> <br />a. This project has three sides that could have sidewalk constructed on them. They <br />are Hamline, Centennial, and County Road C-2. At this point, staff would <br />recommend a cash contribution into the City sidewalk fund. <br /> <br />b. A street assessment for County Road C-2 in the amount of$17,536.95 will be <br />payable if the plat is approved. The owner has the option of requesting the City <br />Council consider assessing this amount over 15 years. This assessment is due to <br />change from R-l to Tax Exempt R-l. <br /> <br />c. There is an existing five foot sidewalk easement running from County Road C-2 <br />to Centennial Drive. The plans show a Trash Enclosure located within the <br />easement. No buildings or structures can be located within any easement. To <br />remove the existing easements they have to be vacated, not just replatted over. <br />There are also existing drainage and utility easements on the site. A hearing for <br />the vacation of these easements is scheduled for the City Council meeting on <br />August 26, 1996. <br /> <br />d. Any existing curb and gutter that is removed or any new curb and gutter placed <br />must be done as per City of Roseville/Ramsey County standards. <br /> <br />e. A permit to work within the Hamline Avenue right-of-way from Ramsey County <br />is required. <br /> <br />f. Drainage and erosion control must be in place before any grading work is started. <br /> <br />g. Need detailed plans for the pond area which also shows which trees are proposed <br />to be removed, <br /> <br />3. By motion, adopt a resolution approving a variance to the building height limit in an R-l <br />zoning district. <br /> <br />4.
