<br />of these easements has been scheduled for the City Council meeting on August 26, <br />1996. <br /> <br />d. There must be adequate screening along the north portion of the property between <br />the parking lot and the existing homes. The screen must be 5 feet minimum in <br />height and 80% opaque within three years. In addition, landscaping along the west <br />property line where the property abuts the existing homes must also meet the same <br />requirements. <br /> <br />e. Any site sign age must be monuments that meet all setback requirements. <br /> <br />f. The church must remove all off-site and off-street directional signage or <br />monuments. <br /> <br />g. Pedestrian access from County Road C-2 to Centennial on the west side must be <br />provided by the applicant. <br /> <br />h. The City staff must prepare a study of the need for no parking signage along the <br />south side of County Road C-2 and on Centennial (to reduce conflicts with right <br />tum movements). <br /> <br />I. The building must meet City Code commercial design standards. <br /> <br />j. The HV AC must be moved away from residential areas, to the south side of the <br />building. <br /> <br />k. The applicant must submit noise standards for proposed HV AC and verify that <br />such HV AC meets the Roseville Noise Ordinance. <br /> <br />Staff Recommendations: <br /> <br />The Roseville Covenant Church has owned the property at Ramline and Centennial Drive for a <br />number of years and the community has been aware of their pending relocation for some time. <br />The City Council must deal with three issues: <br /> <br />1. A determination as to the need for an application for a comprehensive plan change <br />and a conditional use permit. <br />2. A preliminary and final plat consolidating four lots into one and vacating certain <br />unnecessary utility, drainage and walkway easements. <br />3. Consider a variance to the 30 foot height requirement in an R-1 zoning district to allow a <br />portion of the church to be built at 46 feet 6 inches. <br /> <br />Based on the location of the church building on the R-l zoned property and the parking lot on the <br />B-1 zoned land, it is staff s recommendation that the City Council fmd that an application for a <br />conditional use permit and a comprehensive plan change is not necessary. <br /> <br />The consolidation of the four lots into one lot and vacating certain unnecessary utility, drainage, <br />and walkway easements, facilitates the construction of this project and still provides necessary <br />utility and drainage easements consistent with City subdivision standards. Therefore, staff <br />recommends approval of the request for a preliminary and final plat for this property and the <br />location of utility, drainage, and walkway easements subject to resolution of the Engineering <br />considerations previously listed in the staff report. <br /> <br />4 <br />
