<br />Implementation: <br /> <br />Once a landscape buffer prototype has been agreed upon, implementation is the next step. The <br />following options are available within the City ofRoseville: <br /> <br />I. New Permits. With a redevelopment, new zoning, planned unit development, <br />conditional use permit, or variance, the city will require screening, berming, fencing, and <br />landscaping consistent with the approved buffer plan as part of the permit approval. <br /> <br />II. Current standards. Current standards will be implemented through zoning enforcement, <br />based on an inventory of other potential residential - commercial/industrial borders. <br /> <br />A. Non-conforming buffer/screening of conditions and uses established prior to the <br />zoning code or approved by the City are legal, non-conforming uses (a kind of <br />"grandfathered" status) which will be allowed to remain until such time as a new <br />permit or other action takes place. (It is assumed that these conditions and uses <br />meet the city code requirements regarding all other issues. Buffer/screening <br />cannot be utilized to reduce or eliminate city code violations such as noise, air, <br />and surface water issues which are the responsibilities of the individual property <br />owners). <br /> <br />B. Setbacks do not necessarily guarantee total screening because of the opacity of the <br />materials, the life span and growth habits of the landscape materials, and the <br />ability and interest in maintaining the screening. Maintenance of buffer/screening <br />will remain the responsibility of the property owner where the buffer/screening is <br />located, unless other contract language is agreed upon by the Rroperty owners. <br /> <br />III. Incentives. Incentives may provide solutions which improve properties and <br />buffer/screening with cooperation from a number of parties (both residential and <br />commercial/industrial owners). <br /> <br />A. The City will encourage volunteer efforts and cost sharing through peer review of <br />conditions, neighborhood planning and cooperation. City planners and landscape <br />architects will be available to assist neighborhoods in developing new solutions to <br />screening and berming. <br /> <br />B. The City's revolving loan program is available for buffer construction (and if <br />necessary , maintenance). The revolving loan program initially has a loan term of 8 <br />years and a maximum loan amount of $10,000. The loan rate is based on the <br />interest rate the City can obtain in the open market for its investments, plus a <br />service fee. The City will work with property owners and their banks to create a <br />larger loan amount and a blended interest rate. <br /> <br />14 <br />
