<br />r <br /> <br />C. Landscape or scenic easements for landscaping buffers and plantings may be <br />granted to the City by a group of property owners when the screening and or <br />landscape preservation is in the City's interest. The City may provide longer term, <br />low interest assessments of the costs to each property. As an alternative to <br />assessments, the property owners and the City may agree upon the use of a special <br />services tax district, with the costs of improvements and maintenance within the <br />easement to be shared among the property owners within the district. <br /> <br />D. The City will offer opportunities for dispute resolution, wherein the property <br />owners voluntarily submit the case to a third party to assist in settlement of <br />disagreements over screening incompatible uses. <br /> <br />E. . When available, the City will seek demonstration grants and loans to provide <br />additional support for dispute resolution, construction and <br />maintenance/renovation of buffers/screening. <br /> <br />15 <br />
