<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 7-22-96 <br /> <br />Department Approval: <br /> <br />~!vI\f <br /> <br />Item Description: <br /> <br />Manager Reviewed: <br /> <br />ITEM NO.: H-4 <br />Agenda Section: <br /> <br />Hearing <br />BUFFERS AND LAND USE MASTER PLAN <br />A COMPREHENSIVE PLAN AMENDMENT <br /> <br />Back&round <br /> <br />The City of Roseville Planning Commission and staff have proposed a master plan amendment <br />to the City's Comprehensive Plan to provide a procedure and prototype designs for screening and <br />buffers between normally incompatible uses along the common property lines. The parcels and <br />platted lots within an area bounded by County Road C, Hamline Avenue, Rose Place, and <br />Snelling Avenue served as the first example of this "common boundaries, common buffers." <br /> <br />While updating the City's Comprehensive Land-Use Guide Plan in 1994, the Planning <br />Commission identified several areas of the City that need special consideration and planning. <br />Among these findings, the Commission recognized: <br /> <br />Within Planning District 8, the area along the south side of County Road C, has a <br />multitude of uses. There is a veterinary clinic, a multi-family project, a number of <br />industrial users, and a strip center business user as well as a 100-unit mobile home park <br />adjacent to Lexington Avenue. This is an appropriate area for a master land-use design <br />plan and a planned unit development wherein a number of uses may be possible as long <br />as they provide effective buffers to the single-family areas to the south. <br /> <br />At the March 13, 1996, Planning Commission, the Commission considered a request by Scott <br />Wicklund for a conditional use permit to operate a rental truck and trailer business and a <br />conditional use permit for outside storage at 1450 W. County Road C. This is one ofthe <br />industrial users fronting on County Road C whose rear property line interfaces with the Rose <br />Place single-family neighborhood to the south. The Commission continued the hearing on Mr. <br />Wickland's request to allow time for a "Master Buffer Plan" to be prepared for the area bounded <br />by Snelling Curve on the west and the commercial property in the southwest comer of Hamline <br />Avenue and County Road C on the east. The hearing was continued to the July 10, 1996, <br />Planning Commission meeting. <br /> <br />1 <br />
