<br />Dear Roseville City Council Members: <br /> <br />We, the undersigned, encourage the Council to adopt the recommendations approved <br />by the Roseville Planning Commission July 10, 1996, on the following two items: <br /> <br />1. Planning File 2845, Roseville's request for a Master Buffer Plan amendment to the <br />City's Comprehensive Plan for screening and buffers along the residential/industrial <br />boundaries between the industries facing County Road C, and the residences along <br />Rose Place, between Hamline and Snelling. This is an area which has had problems <br />along the interface for years. It is a situation complicated by the fact that several of <br />the homes are on a hill overlooking the industries. In March, 14 families (26 people) <br />along this strip petitioned the Planning Commission to direct development of such a <br />plan, which would preserve residential property values as industries change and <br />expand along that strip. . <br /> <br />2. Planning File 2810, Scott WicklundIMIDC request for a conditional use permit and <br />variance at 1450 County Road C. At its meeting, the Planning Commission <br />strengthened the recommendations of City Staff in response to neighborhood <br />presentations on specifics of problems along the strip and the area's recent history of <br />industrial uses and operations. We request that. the strong protections recommended <br />by the Planning Commission (specifically a berm and screening approach congruent <br />with the new Master Buffer Plan noted above) be ret.ained and required oft.he <br />applicant. Without these safeguards, we would oppose the granting of the conditional <br />use permit. and variance.
