<br />r <br />r <br /> <br />Buffer Plan was approved. A series of pre-planning commission meetings were held and a <br />presentation made to the Planning Commission at a public hearing on July 10, 1996. Eventually, <br />the City Council will also hold a hearing on the plan amendment and the Metropolitan Council <br />will be asked to review the plan as consistent with the metro systems plans. <br /> <br />Development Summary: <br /> <br />The area under consideration involves the industrial area on the south side of County Road C <br />between Snelling Curve on the west and the commercial development in the southwest comer of <br />Hamline Avenue and County Road C. It is designated for industrial uses in the City's Land-Use <br />Guide Plan and is zoned I-I, light industrial. Uses in the area have been in existence for some <br />time and contain a number of users with a number of "pre-existing conditions" that do not meet <br />current zoning standards. Along a portion of the south property line of the industrial district, a <br />IS-foot wide vegetated screening area was established in the early 70's. A mature stand of pines <br />exist in this area although through aging and damage some openings exist in this screening <br />strategy. On the north side of this property line, a number of the industrial users have outside <br />storage as a integral part of their business operations. To the south are the rear yards of the <br />single-family neighborhood fronting on Rose Place. <br /> <br />Comprehensive Plan Vision: <br /> <br />The City's Comprehensive Land-Use Guide Plan contains the vision, goals, and policies of the <br />citizens ofRoseville as they relate to the social, economic, and physical development of the City. <br />The vision and goals are general objectives applying to the entire community. The policies in the <br />Comprehensive Land-Use Guide Plans are the action steps the City will follow to complete the <br />stated goals. When considering the County Road C - Rose Place study area, a number of goals <br />and policies apply. The vision provides general direction: <br /> <br />"Roseville shall be a community which has as its highest priority the quality of <br />life--both for those who live here and those who work here. Roseville shall be <br />committed to preserve, promote, and improve the beauty, vitality, safety, and <br />serenity of the total environment in which its citizens live and work. Further <br />development of business and industry, shopping, transportation, housing, <br />entertainment, leisure and recreational opportunities shall be harmony with the <br />commitment Roseville has made to its environment and quality of life" (page <br />Goals-3, Roseville Comprehensive Plan 1994). <br /> <br />Comprehensive Plan Land-Use Goals and Policies: <br /> <br />Roseville's comprehensive goals include a number that provide more specific direction for the <br />Master Buffer Plan: <br /> <br />3 <br /> <br />~ <br />
