<br />;Pffrr-r <br />--;::;;-- <br /> <br />Planning Commission Meeting Minutes <br />September 11, 1996 <br /> <br />6(b) Plannine File 2842: Arthur Mueller request for preliminary and final plat <br />approval for a 6 lot subdivision at 2224 Acorn Road. <br /> <br />Chairman Wietecki asked Michael Falk if application is complete. Falk responded that <br />the application is not complete at this time. <br /> <br />Chairman Wietecki opened the public hearing. Michael Falk verbally summarized the <br />staff report dated 9-11-96. <br /> <br />Three parcels are to be consolidated to create enough space (3.7 acres) for a 6 lot <br />subdivision. It is zoned R-l and "low density" in the Comprehensive Plan. A 26 foot <br />wide cul-de-sac is proposed. Falk described concerns. <br /> <br />Falk reported that a wetland delineation needed to be prepared and be presented to the <br />Army Corp of Engineers and to Rice Creek Watershed District. The Watershed District <br />staff needed more time and a field trip to complete its report. <br /> <br />Staff recommended: 1) the Planning Commission continue this application to October 9, <br />1996; 2) the City Council continue this application to October 28, 1996; and 3) the City <br />Council extend the 60 day review period to December 21, 1996. <br /> <br />Wietecki requested clarification regarding grading and fill along the northwest comer of <br />the site. <br /> <br />Jay Kennedy explained grading and elevations of housing on Lots 1 and 2 and concern <br />with fill and closeness to homes to the north. <br /> <br />Harms asked where the nearest homes were located. Falk illustrated locations of adjacent <br />homes. <br /> <br />Art Mueller, 2201 Acorn Road, presented application details. He noted the location of <br />the house to the north of Lot 1. The development history of the area was discussed. He <br />said he will screen the site to the north with vegetation. <br /> <br />Trudy Martinco, northeast of site, expressed concern about drainage into a pond at the <br />northeast comer of the site. Jay Kennedy explained the drainage patterns in the area. <br /> <br />Gary Boryzcka, 2250 Acorn Road, explained drainage patterns. Proposed grading would <br />eliminate holding area along north property line. He expressed concern regarding <br /> <br />3 <br />
