September 4, 1996

To:

Mike Falk, City Planner

Jay Kennedy, Assistant Director of Public Works ~

PLANNING FILE 2842
ACORNS ACRES PRELIMINARY PLAT

From:

RE:

This plat is being proposed by Art Mueller. It is proposed to be located on what is currently two
lots and a portion of a third lot. The largest lot once belonged to Mr, Mueller's father and is
located at 2224 Acorn Road. The Engineering Department has reviewed the proposal and has the
following comments:

1. I have attached a memo dated July 26, 1996, which I wrote as a result of a meeting we
had on July 24, 1996, to discuss the project. Of the four items outlined in the memo that
would be required as part of any application submitted to the Planning Commission, only
items No. 1 and NO.2 have been fulfilled. Items No.3 and NO.4 at this point have not.
Of particular importance, item NO.3 concerns what is possibly a wetland along the
northern portion of the site. A wetland delineation must be done at the expense of the
applicant. Permits must be obtained from all appropriate agencies in order to fill this
wetland. The agencies include the City ofRoseville, the Army Corps of Engineers, and
the Rice Creek Watershed District. This is of particular importance because it may affect
the suitability for building on lots 1 and 2. I feel that this issue should be resolved before
moving ahead with this project.

2. The amount offill proposed for the north side of the plat is extreme when compared with
the existing house directly to the north of Lots 1 and 2. The existing house is at an
elevation of approximately 958 while the proposed lots are shown at an elevation of 964.
The elevation on Lots 1 and 2 should be in the range of 960 to 962 to ensure compatibility
with the existing property.

3. The proposed roadway and cul-de-sac are proposed to be public streets. Based on
concerns raised by the Planning Commission at the sketch plan review, the street is
proposed to be 26 feet in width which allows parking on one side. The required 60-foot
right-of-way is provided for the roadway and a 120-foot diameter right-of-way is provided
for the cul-de-sac. The roadway section must meet City ofRoseville standards for a 7-ton
design.
