When Acorn Road was reconstructed as part of the 1995 PMP projects, residents, <br />including Mr. Mueller, expressed a great deal of concern regarding trees. Many neighbors <br />expressed an interest in maintaining a rustic appearance in the neighborhood. As a result, <br />a great deal of effort was made to preserve existing trees. Also, an intensive landscaping <br />plan was developed by the City to enhance the neighborhood. The proposed development <br />would occur on a parcel ofland that is heavily wooded. Many of the trees will need to be <br />removed in order to perform the grading that is proposed. As requested, the applicant has <br />provided an inventory of trees that exist on the site. The Commission and Council should <br />consider requiring a landscaping plan that will keep the development consistent with the <br />remainder of the lots in the area and, preferably, preserve as many of the existing mature <br />trees as possible. <br /> <br />5, The proposed plat includes two parcels and a portion of a third parcel. The portion is part <br />of a lot with PIN 08-29-23-44-0001. This lot will require a division of platted lot or the <br />entire lot will need to be included as part of the plat. The owner(s) of the lot must sign the <br />new plat if the entire lot is to be included. <br /> <br />6. The existing pond at the southwest comer of the plat along with the proposed new pond <br />in the northwest corner of the plat should each be within an outlot or easement over the <br />entire pond dedicated to the City ofRoseville. The outlot should cover all property within <br />the 100-year flood plain of each pond. This may create some difficulty for Lot 1, since the <br />proposed pond is included as part of Lot 1, <br /> <br />7, The utility plan shows existing 6-inch water and 8-inch sewer stub-outs. The locations <br />shown do not match with the locations shown on the City's as-builts. The City's as-builts <br />show the stubs located approximately 35 feet south of where they are shown on the plans. <br />An attempt should be made to align Acorn Lane with the existing sub-outs. If this is not <br />possible, the utilities will need to be realigned within the right-of-way and easements <br />provided in the plat. <br /> <br />8. A developer's contract will be required to install the public improvements. Plans and <br />specifications must be approved by the City ofRoseville as part of the developer's <br />contract. In addition, a surety in the amount of 1 ~ times the estimated cost of the <br />construction work will be required. The City prefers the improvements to be constructed <br />by the City rather than the developer. <br /> <br />9. The proposed center island may not include any trees or other large objects which would <br />impede the movement of emergency vehicles across it. Also, no utility boxes are allowed <br />within the landscaped island. <br /> <br />10. Street lights will be required at both the intersection of Acorn Road and Acorn Lane and <br />also at the eastern end of the cul-de-sac. The cost of these items is the responsibility of <br />the applicant. <br />
