<br />6. Trash is proposed to be handled inside an enclosed structure. The building materials must <br />be the same as the principle structure. <br />7. The site plan indicates the location of lighting standards but no details are available on <br />light, size, or impact. City design standards require that site lighting be accomplished <br />with downcast fixtures that conceal the source of light. <br />8. The landscaping plan has been revised to intensify the plantings along the south and east <br />property lines. The parking along Roselawn, however, is not adequately screened. Staff <br />suggests that a screen wall and landscaping be constructed to address this ,concern. <br /> <br />AUTOMOBILE SERVICE STATION REQUIREMENTS <br /> <br />Section 1005.09 details specific standards for automobile service stations. The following <br />comments reference the 9 standards included in this section. <br /> <br />1. The site plan indicates that the entire surface, other than that taken up by the structure. the <br />ponding area, and landscape area, will be surfaced with concrete or asphalt with concrete <br />curb and gutter surrounding and defining the parking lot. <br />2. The drainage system has been reviewed by the Engineering Department and a number of <br />questions need to be answered. These questions can be resolved through the building <br />permit process. <br />3. All parking and service areas are defined by curb and gutter and are at least 5 feet from all <br />property lines. <br />4. The pump islands are well in excess of 25 feet from a property line. <br />5. The driveways proposed on the site plan exceed the 50 foot setback from a street <br />intersection. (County permits will be necessary). <br />6. The sign package is subject to the sign code and the zoning code and will be reviewed as <br />part of a separate sign permit application. The monument sign proposed is mo~e <br />consistent with the neighborhood. <br />7. The sale of other retail products will be conducted in compliance with the requirements <br />and conditions for sales in "B-3" districts. <br /> <br />CONDITIONAL USE PERI\1IT REQUIREMENTS <br /> <br />In addition to the design standards relating specifically to automobile service stations, Chapter <br />1013.01 of the City Code lists six criteria to be reviewed when considering an application for a <br />conditional use permit. These criteria include: <br /> <br />1. The impact on traffic. <br />2. The impact on parks, streets, and other public utilities. <br />3. Compatibility of the site plan and internal traffic circulation, landscaping, and structures <br />with contiguous properties. <br />4. Impact of the use on the market values of contiguous properties. <br />5. Impact on the general health, safety, and welfare. <br /> <br />5 <br />
