19. All development shall occur within 12 months of final approval or the zoning and conditional use permits revert to previous uses. 20. All car wash doors shall remain shut until the blowers for the dryer are off. 21. A fence shall be placed adjacent to the gas and convenience building on the car wash driveway on Lot I and not at the east property line of the project (Lot 2). . 22. The site shal.l be irrigated, providing sprinkler systems for trees, shrubs, and grass. 23. If additional significant changes occur to the site plan because of internal traffic fl 0 v'' redesign, the City Council will send the site plan back to the Planning Commission for review. 24. The landscaping along the east side of the property line shall be planted on Lot 1. 25. On the west side of Lexington Avenue a screen fence shall be constructed adjacent to the medical building parking lot, by the applicant, as per the 6-10-96 proposal and with the pennission of the land owner. 26. Violation of the tenns and conditions of the Conditional Use Pennit shall be considered a violation of the City Code and m~y include fines and/or revocation of the pennit.
