The site is in the southeast quadrant of the intersection of Lexington
Avenue and Roselawl1 Avenue. The site is currently occupied by Ace's 66 Service Station and
automobile repair and a single story building at 1080 Rosela\\'I1 A venue, occupied by a real estate
firm. The service station was constructed about 1932 and the other commercial building was
constructed in about 1956. The property is bordered on the north by Roselawn A venue, on the
west by Lexington Avenue, on the south by 22 housing units within two apartment buildings.
and on the east by single family residential land uses. North of Roselawn Avenue is Suburban
Hardware and the newly approved 16 townhornes of Rose Villa. To the west of Lexington
A venue is the Remax Realty building.

At the ~lay 28, 1996 City Council meeting, the applicant indicated that in order to meet concerns
raised at the Planning Commission public hearing, a plan reducing the scale of the project had
been developed. The City Council directed the applicant to present the revised plan as a
new application to be re,'iewed by the Planning Commission.

Development Summary

The property under consideration is zoned B-3 General Business, B-2 Retail Business, and B-1
. Limited Business. An automobile service station and carwash is a use permitted by conditional
use permit in the B-2 and B-3 districts but.not in the B-1 district. The City's Comprehensive
Land Use Guide Plan has the majority ofthe property designated for business purposes. The
northeast comer of the property (that area zoned B-1 Limited Business) is designated low density
residential in the Comprehensive Land Use Guide Plan. If the project is to be approved, the
designation in this area of the Comprehensive Plan would need to be ~~ to B, Business.
The property currently consists of four separate legal parcels, totali~res or 95,076
square feet in land area. It has 263.98 feet of frontage on Lexington Avenue and 360.18 feet of
frontage on Roselawn Avenue.
