<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was duly called held at the City Hall on Monday, the 22nd <br />day of July, 1996 at 7:30 P.M. <br /> <br />The following members were present: <br />and the following were absent: <br /> <br />Member <br /> <br />introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. <br /> <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR <br />STARBUCKS/FAIRDALE INVESTORS FOR A COFFEE KIOSK <br />AT 2305 FAIRVIEW AVENUE <br /> <br />WHEREAS, pursuant to Minnesota Statutes 462.357, the City of Roseville has adopted <br />zoning regulations to control land uses throughout the City; and <br /> <br />WHEREAS, said regulations provide that restaurants may be allowed within the confines of <br />a B-1B Limited Retail zoning district as a conditional use; and <br /> <br />WHEREAS, approval of a conditional use permit for a restaurant has been requested by <br />StarbucksIFairdale Investors; and <br /> <br />WHEREAS, the Roseville Planning Commission held a public hearing and recommended <br />approval of such conditional use permit subject to certain conditions on July 10, 1996; and <br /> <br />WHEREAS, the Roseville City Council considered such conditional use permit at a public <br />hearing held on July 22, 1996. <br /> <br />NOW THEREFORE BE IT RESOLVED by the City Council (the "Council") of the City of <br />Roseville, Minnesota (the "City"), Ramsey County, Minnesota, that a conditional use permit for a <br />restaurant within a B-1B zoning district be approved subject to the following conditions: <br /> <br />1. That the parking aisle on the southeast side of the building be restructured for angled parking <br />and be one-way with a minimum width of 16 feet; and that the signage be provided to <br />indicate that the drive aisle is one-way only. <br /> <br />2. That the proposed pedestrian ramp meet ADA and City requirements. <br />
