In 1989, <br />Midway Marine acquired a parcel immediately north of their facility. The parcel is approximately <br />10,000 square feet in size and was purchased for possible expansion. It is in this area that Midway <br />Marine would like to store and display portable garage units for sale. The property is zoned B-3 General <br />Business and is designated for business purposes in the City's Comprehensive Land Use Guide Plan. <br />Section 1005.05-CI6 includes outdoor areas where merchandise, machinery, or equipment may be <br />displayed or stored as uses allowed by conditional use permit in a B-3 zoning district. <br /> <br />Development Review: <br /> <br />Midway Marine is currently storing and displaying portable garage units on their property located at <br />1945 Rice Street. This was brought to the City's attention earlier this year when a residential neighbor to <br />the west called asking about the permissibility of this use. City staff contacted Mr. Willey and indicated <br />that a conditional use permit for this use is required by the Roseville Zoning Ordinance. Midway Marine <br />is a inboard/outboard boat repair specialty shop and has indicated that, as a part of the marine industry, <br />he is often asked about boat storage and thought that the portable garage units might fill that need. The <br />units are quansit shaped metal framed nylon tents that come in various sizes. Currently, Midway Marine <br />has two sizes on display on their property. <br /> <br />Section 1013.01I> of the Roseville Zoning Ordinance states that when reviewing an application for a <br />conditional use permit, the Planning Commission and City Council shall consider the following criteria: <br /> <br />1. Impact on traffic. <br />2. Impact on parks, streets, and other public facilities. <br />3. Compatibility with the site plan, internal traffic circulation, landscaping, and structures with <br />contiguous properties. <br />4. Impact of the use on the market value of contiguous properties. <br />5. Impact on the general public health, safety, and welfare. <br />6. Compatibility with the City's Comprehensive Plan. <br /> <br />The code goes on to say that the City Council may attach reasonable conditions to the conditional use <br />permit and that the addition of such conditions shall constitute a fmding that the conditions are necessary <br />and reasonable. <br /> <br />1 <br />
