<br />Impact on Traffic <br /> <br />The display of the portable garages, on the north side of this site, will not increase or decrease the traffic <br />on Rice Street. There will also be no impact on the traffic using North McCarrons Boulevard or <br />McCarrons Street that serve residential neighborhoods west of Rice Street. <br /> <br />Impact on Parks. Streets. and other Public Facilities <br /> <br />There will be no increased use or impact on parks, streets, or other public facilities resulting from the <br />proposed outdoor display of materials. <br /> <br />Compatibility with Contieuous Properties <br /> <br />Midway Marine is located in a linear area of commercial development along Rice Street, extending from <br />Center Street on the south to Elmer Street on the north, on the west side of Rice Street and commercial <br />development all along the east side of Rice Street. Immediately west of the site, there are multi-family <br />and a two family unit. To the west of that, single family residential development begins and moves <br />towards McCarrons Lake. This plan is not proposing any changes to structures on the site or internal <br />traffic circulation changes, but rather is proposing to display two of the temporary structures on the north <br />side of the property. These are visible to the residential properties to the west and one neighbor has <br />expressed concerns about this. <br /> <br />Impact on the Use of Contieuous Properties <br /> <br />Midway Marine is in the center of commercial properties, fronting along Rice Street and the proposed <br />use will not impact those properties. Without screening, however, the residential properties to the west <br />could be affected by intensifying the commercial use. <br /> <br />Impact on the General Public Health. Safety. and Welfare <br /> <br />Public health, safety, and welfare would not be impacted by the proposed addition of outdoor display at <br />Midway Marine. <br /> <br />Compatibility with the City's Comprehensive Plan <br /> <br />Midway Marine is located in an area that is designated for business purposes in the City's <br />Comprehensive Land Use Guide Plan and is compatible with the City's Comprehensive Land Use Guide <br />Plan map. The Comprehensive Land Use Guide Plan contains a number of goals and policies for land <br />use within the City that are important to consider in those areas where there is a transition from <br />commercial to residential development. General land use policy B-5 states "create adequate transitions <br />and buffering between incompatible land uses by strengthening or establishing standards in the zoning <br />ordinance (examples of such standards include additional public open space or scenic easements, <br />increased setbacks, additional landscaping and earth berms, architectural features, additions to buildings, <br />and fencing). <br /> <br />Section I005.01-A3 of the Zoning Code states that where a rear yard of a business property adjoins a <br />residential district, a screen wall of not less than 4 feet and not greater than 6 feet, shall be installed and <br />maintained by the owner of the business parcel to effectively inhibit the eye level vision between <br />residential and business areas. This code requirement speaks to the Comprehensive Land Use Guide <br />Plan's policy to provide transitions between land uses and the conditional use permit criteria protecting <br /> <br />2 <br />
