<br />As the display of the portable garages currently is located on the site, front yard setback distances <br />are !Jein8, vi~lated. A 30 foot front yard setback from the property line is required in commercial <br />zonmg distncts. <br /> <br />Plannine Commission Action: <br /> <br />The Planning Commission, at the August 14, 1996 meeting, unanimously recommended <br />approval of Richard Willey's request for a conditional use permit for exterior storage <br />facilities at Midway Marine, 1945 Rice Street with the following conditions: <br /> <br />1. The permit shall be for display purposes only. No storage or other accessory use of <br />the portable facilities shall be allowed. <br />2. All building setback requirements for structures shall be complied with. <br />3. A site plan shall be flied with the City of Roseville illustrating where the outdoor <br />display will be located, delineating site parking and an organized location for the <br />storage of boats waiting repair prior to Council approval. <br />4. Adequate screening (means 6 to 8 foot fence, 8001'0 opaque or combination of <br />evergreen and existing vegetation which screens to a height of 6 feet in 3 growing <br />seasons) shall be provided to the residential neighborhood to the west of the subject <br />property . <br />s. Violation of the terms and conditions of the conditional use permit shall be <br />considered a violation of the City Code and may inclUde fines and/or revocation of <br />the permit. . <br /> <br />Summary and Conclusions <br /> <br />Midway Marine has been in business for many years and is a part of an older commercial district <br />in the City ofRoseville. These businesses were in place prior to many of the design standards <br />being established. An application for a conditional use permit would provide the opportunity to <br />address some of these standards. In particular, if the dis{>lay of the portable garage products is to <br />be allowed by conditional use permit, screening from eXIsting residential neighbors to the west <br />and setback standards from Rice Street should be enforced. As a transition zone, this may also <br />be an area where the concepts of the buffer zone study, recently completed by the Planning <br />Commission, may be appropriate. Approval of a request for a conditional use permit should <br />provide protections to the residential neighborhood to the west. <br /> <br />Su&&ested City Council Action: <br /> <br />Motion to adopt a resoJution approving Richard Willey's request for a conditional use permit for <br />exterior storage facilities at Midway Marine, 1945 Rice Street with the following conditions: <br /> <br />4. <br /> <br />The pennit shall be for display purposes only.
