<br />Impact on Traffic <br /> <br />The display of the portable garages, on!the north side of this site, will not increase or decrease the <br />traffic on Rice Street. There will also be no impact on the traffic using North McCarrons <br />Boulevard or McCarrons Street that serve residential neighborhoods west of Rice Street. <br /> <br />Impact on Parks, Streets. and other Public Facilities <br /> <br />There will be no increased use or impact on parks, streets, or other public facilities resulting from <br />the proposed outdoor display of materials. <br /> <br />Compatibility with Contipous Properties <br /> <br />Midway Marine is located in a linear area of commercial development along both sides of Rice <br />Street, extending from Center Street on the south to Elmer Street on the north, on the west side of <br />Rice Street and commercial development all along the east side of Rice Street. Immediately west <br />of the site, there are multi-family and a two family unit. To the west of that, single family <br />residential development begins and moves towards McCarrons Lake. This plan is not proposing <br />any changes to structures on the site or internal traffic circulation changes, but rather is proposing <br />to display two of the temporary structures on the north side of the property. These are visible to <br />the residential properties to the west and one neighbor has expressed concerns about this. <br /> <br />Impact on the Use of ContiluouS Properties <br /> <br />Midway Marine is in the center of commercial properties, fronting along Rice Street and the <br />proposed use will not impact those properties, Without screening, however, the residential <br />properties to the west could be affected by intensifying the commercial use. <br /> <br />Impact on the General Public Health. Safety, and Welfare <br /> <br />Public health, safety, and welfare would not be impacted by the proposed addition of outdoor <br />display at Midway Marine. <br /> <br />Compatibility with the City's Comprehensive Plan <br /> <br />Midway Marine is located in an area that is designated for ,business purposes in the City's <br />Comprehensive Land Use Guide Plan and is compatible with the City's Comprehensive Land <br />Use Guide Plan map. The Comprehensive Land Use Guide Plan contains a number of goals and <br />policies for land use within the City that are important to consider in those areas where there is a <br />transition from commercial to residential development. General land use policy B-5 states <br />"create adequate transitions and buffering between incompatible land uses by strengthening or <br />establishing standards'in the zoning ordinance (examples of such standards include additional <br />public open space or scenic easements, increased setbacks, additional landscaping and earth <br />benns, architectural features, additions to buildings, and fencing). ' <br /> <br />Section lOOS.Ol-A3 of the Zoning Code states that where a rear yard of a business property <br />adjoins a residential district, a screen wall of not less than 4 feet and not greater than 6 feet, shall <br />be installed and maintained by the owner of the business parcel to effectively inhibit the eye level <br />vision between residential and business areas. This code requirement addresses the <br />Comprehensive Land Use Guide Plan's policy to provide transitions between land uses and the <br />conditional use permit criteria protecting contiguous property values. <br /> <br />2 <br />
