The parcel is located immediately to the north of and <br /> <br /> <br />adjacent to the Roseville branch facility of the Ramsey County <br /> <br />Public Library (the "Roseville Library") and irrunediately to the <br /> <br /> <br />south of and adjacent to the Chandler Wilbert Vault Company. <br /> <br />All of the lots border on Hamline Avenue to the west. <br /> <br />3. In the latter part of 1985, Everest began discussions <br /> <br /> <br />with representatives of the City reg~rding the commercial <br /> <br /> <br />development of the parcel. In June 1986, Everest was asked by <br /> <br /> <br />the City to defer action on the proposed development until <br /> <br /> <br />completion of a consultant's study of the area in which the <br /> <br /> <br />parcel was located. The study was completed and submitted to <br /> <br /> <br />the City in late summer or early fall of 1986, and indicated <br /> <br /> <br />that the site was suitable for a medical office building or <br /> <br /> <br />small professional office building. <br /> <br />4. In the course of discussions with the City's <br />representatives, the City, by words and actions, caused Everest <br />to believe that rezoning of the site to accommodate a suitable <br />commercial development project would be approved. In accordance <br />with those discussions, Everest, in September 1986, submitted a <br />Formal Application for Project Approval to the City including an <br />Application for Rezoning. <br /> <br />5.
