Shortly after the referral, Everest was advised by the <br /> <br />City, and others, of the County's interest in expanding the <br /> <br />existing Roseville Library. The City's staff indicated to <br /> <br /> <br />Everest that the Roseville City Council would not approve any <br /> <br />project plans that did not accommodate the library expansion. <br /> <br />Based on this fact and upon the recommendation of the City's <br /> <br />staff, Everest requested the continuance of public hearings with <br /> <br />respect to the Application to permit further planning with <br /> <br />respect to the library expansion. <br /> <br />7. In January 1987, the Ramsey County Library Board (the <br />"Library") requested authorization to retain financial and legal <br />consultants and an architect to prepare a public library <br />facilities plan. Representatives of Everest met with members of <br />the Library staff, representatives of the Library and the City <br />to discuss possible plans for coordination of the library <br />expansion and Everest's project. The first public library <br />facilities plan was issued in April 1987, recommending <br />substantial expansion of the existing Roseville Library. Since <br />the issuance of the first plan, numerous modifications of the <br />plan involving the acquisition of significant portions of the <br />Everest parcel have been considered by the Library and the <br />Ramsey County Board. <br /> <br />-3- <br />
