As a result of its discussions with representatives of <br /> <br />the City and the Library, Everest developed a project plan which <br /> <br /> <br />met the needs of the City, the Library, and the developer. This <br /> <br /> <br />plan was the basis for a Supplemental Application for Project <br /> <br />Approval, including an Application for Rezoning, which was <br /> <br />referred by the Roseville City Council to the Planning <br /> <br />Commission on May 11, 1987, again affirming the City's <br /> <br />willingness to rezone the property to permit appropriate <br /> <br />commercial development. <br /> <br />9. In June 1987, after discussions with the City staff, <br /> <br />Everest again withdrew its Application to allow additional time <br /> <br /> <br />for discussions and planning with respect to the proposed <br /> <br />Library expansion and coordination thereof with the planned <br /> <br />Everest development. For the next several months, Everest <br /> <br />participated in good faith discussions with the City and Library <br /> <br /> <br />representatives in an effort to coordinate the Library expansion <br /> <br />with the proposed Everest project. <br /> <br />10. On September 14, 1987, Everest was advised by the <br />representatives of the Library that the Ramsey County Board had <br />decided not to proceed with expansion plans and that the matter <br />had been tabled until June 1988. Nonetheless, Everest continued <br />to participate in discussions with the City and the Library <br />regarding the matter. <br /> <br />-4- <br />
