Dunn Brothers has indicated that from past experience, they do not expect <br />more than 2 to 3 autos stacking at the drive-up window during normal peaks. The City's <br />traffic consultant's numbers, in the Engineering review section are somewhat higher. <br />With the exception of signage, moving the drive-up window is the only modification <br />proposed for the exterior of the library that would result from the addition of the coffee <br />shop. The sign package is currently being negotiated with the library. <br /> <br />~ <br /> <br />, Internal library security will be ~andled by a reconfiguration of the library check-out <br />counters and security devices, in conjunction with alarms at the entrance/exit doors of <br />the coffee shop. These will be activated or deactivated in conjunction with the hours of <br />operation of each unit. The hours of operation of each are as follows: <br /> <br />Library <br /> <br />Monday, Tuesday,VVednesday, Thuffiday <br />Friday, Saturday <br />Sunday <br /> <br />10:00 a.m. - 9:00 p.m. <br />10:00 a.m. - 5:00 p.m. <br />1 :00 p.m. - 5:00 p.m. <br /> <br />Coffee Shop Monday through Saturday <br />Sunday <br /> <br />6:30 a.m. - 9:00 p.m. <br />7:30 a.m. - 9:00 p.m. <br /> <br />Engineering Considerations: <br /> <br />The Engineering Department has reviewed the above project located within the <br />Roseville Public Library on the corner of Hamline Avenue and County Road B. The <br />main concern is with traffic circulation on the site. The key traffic issues are as follows: <br /> <br />1. The existing book return uses the same drive-up as the proposed coffee shop. <br />Since the drive aisle allows one-way traffic only, those who wish to use the book <br />return must go through the same line as the coffee shop drive-up traffic. During <br />periods when there are caffi in line for the coffee shop, book return traffic may <br />park, possibly illegally, and walk across to the drop boxes. It is anticipated that <br />use of the drive-up book return will decrease significantly as a result. The library <br />should consider a remote book return to eliminate conflicts. <br /> <br />2. It is estimated that on average, one to three vehicles will back up from the <br />window. The maximum is estimated at four to five vehicles. The drive-up aisle <br />will accommodate up to three vehicles without any traffic impacts. If there are <br />five vehicles in line, the major east-west drive aisle will be impacted. It is not <br />anticipated that the impact would cause conflicts at the Hamline Avenue <br />entrance. <br /> <br />3. There are currently two crosswalks from the handicap parking stalls in the south <br />lot to the plaza area in front of the entrance. The easterly crosswalk has a <br />pedestrian ramp while the westerly one does not. With three cars in line, the <br />easterly crosswalk would be blocked. The plan calls for the elimination of the <br />easterly crosswalk and pedestrian ramp. The ramp would be replaced with <br />plantings to form a barrier to pedestrians.
