<br />for the drive-up window; however, the library would be required to construct a <br />pedestrian ramp for the westerly crosswalk. <br /> <br />In summary, the rearranged site and coffee shop drive-through should not create a <br />significant traffic problem. <br /> <br />Other Issues: <br /> <br />The applicants are seeking to create a mixed use project that would blend together the <br />existing civic use of the library with a private service provider. This would do a number <br />of things for the library. First, it would make the library more usable and user friendly <br />for its patrons. In some respects, it would be similar to the Barnes and Noble Book <br />Store/Coffee Shop concept. It will expose more users to the library. By leasing space <br />to a private entrepreneur, revenue will be generated for the library. In addition, this <br />portion of the library will become a taxable entity in the City of Roseville with an <br />estimated annual property tax of approximately $3,000. From the private sector <br />perspective, this project would also create a new viable business and new jobs. <br /> <br />Summary and Conclusions: <br /> <br />Ramsey County Library officials are proposing to lease approximately 1800 square feet <br />of space at the Roseville Branch Library to Dunn Brothers Coffee for a coffee shop to <br />serve library patrons and the general public. In the R-1 zoning district, an application <br />for a planned unit development is the only way to consider this proposed mixed use <br />development. The library's objectives in this PUD application include making the library <br />more usable and user friendly for its patrons, exposing more users to the library, and <br />generating revenue for the library. In addition, the portion of the library leased to the <br />private sector operator will generate property taxes and create a new business and the <br />jobs that go with it. From a site plan perspective, the primary concern is traffic <br />circulation on the site. This has been reviewed by the Engineering Department and the <br />City's traffic consultant, who have found that, while there maybe some impact on the <br />book drop and the need to replace a pedestrian ramp, the proposed use will not create <br />any significant traffic problems for the library. <br /> <br />Staff Recommendation: <br /> <br />The staff recommends approval of the Ramsey County Library request for a mixed use <br />planned unit development that would incorporate a retail coffee shop within the <br />Roseville Branch Library, located at 2180 Hamline Avenue. <br /> <br />Planning Commission Action: <br /> <br />The Planning Commission, at the August 14, 1996 meeting, recommended <br />approval of Bruce Thompson/Ramsey County Library request for PUD approval <br />for a retail coffee shop within the Ramsey County Library at 2180 Hamline Avenue <br />with the following conditions: <br /> <br />3 <br />
