<br />Planning Commission Meeting Minutes <br />August 14, 1996 <br /> <br />6(a) Plan nine File 2848: Bruce ThompsonlRamsey County Library request for PUD <br />approval for a retail coffee shop within the Ramsey County Library at 2180 <br />Hamline Avenue. <br /> <br />Chainnan Wietecki opened the public hearing and requested City Planner Michael Falk to <br />provide a summary of his written report dated August 14, 1996. He noted the property is <br />zoned R-1 Single Family and the existing Ramsey County Library (43,000 square feet) <br />proposes to create an 1800 square foot coffee center within the existing library. The <br />coffee center would be privately run and owned. This would create a mixed use <br />development and requires a planned unit development in the City of Roseville' s land use <br />code. Falk presented a video illustrating the site. He noted there is adequate parking on <br />the site and that only one change in the location will be made regarding a drive-up <br />window. The main issue for the site is site circulation. Falk noted that the traffic <br />consultant for the City, SEH, and the City Engineering staffhave reviewed the circulation <br />and have noted there will be some traffic stacking at the pick-up window for coffee <br />during peak hours. If there is a problem with the peak hours stack-up that conflicts with <br />the book drop-offt an alternate on-site location can be constructed for the book drop-off. <br />The Library contends that the coffee shop will create a source of revenue, create a new <br />business, and create a new tax base, as well as fulfill a need that customers of the Library <br />have requested for many years. <br /> <br />Member Harms asked if the drive-up window will have speakers (no). <br /> <br />Chairman Wietecki asked for the number of cars per day and the timing. (1-3 vehicles at <br />a time with a maximum of 5 vehicles queuing at anyone time, the majority of the activity <br />will occur between 6:30 a.m. - 9:00 a.m. Wietecki asked for clarification regarding how <br />much traffic was on the site. <br /> <br />Bruce Thompson presented the Library background on compatibility with the coffee <br />shop. He stated that Dunn Brothers will be a unique expansion providing new service to <br />residents of Roseville. He no~ed that the Library design included a drive-through which <br />is currently not being used by the Library. <br /> <br />Chairman Wietecki asked what would be the busiest day. Marion Roos stated that on an <br />hour per hour basis, Sunday is the busiest day in the Library. <br /> <br />Chairman Wietecki asked for clarification on the air conditioner noise and the closeness <br />to the property.
