<br />Planning Commission Meeting Minutes <br />August 14, 1996 <br /> <br />and the remedial actions taken. Roos noted that there have been no complaints regarding <br />the noise in this past year. <br /> <br />Member Harms asked if the hours needed to be expanded for the Library services, could <br />the new revenue generated by the coffee shop be used to pay for those extended hours. <br />Roos responded that 40% of the income from the coffee shop could be allocated for <br />extended hours. <br /> <br />Ed Dunn, from Dunn Brothers Coffee, described the coffee shop business. <br /> <br />Chairman Wietecki asked for the traffic count between 6:30 a.m. and 10:00 a.m. Dunn <br />responded it would be between 100 and 200 customers, with a peak of 40 customers per <br />hour. The coffee shop could not exist without a drive through window. Bruce Thompson <br />commented that the Library has 130-160 Library patrons per hour. <br /> <br />Harms stated that the noise of stop-ins and the starting and stopping of vehicles may be <br />more of an impact than the actual drive-through. <br /> <br />Wilke asked if there was a customer survey of needs. Bruce responded that 63% of the <br />people surveyed supported the opportunity to provide beverages and coffee within the <br />Library . <br /> <br />Chairman Wietecki asked if there were comments from the public. There were none. <br /> <br />Chairman Wietecki closed the public hearing. <br /> <br />Wietecki expressed concern regarding the morning hours and stacking of vehicles in front <br />of the Library. <br /> <br />Member Wilke stated that the shop should operate the same hours as the Library. <br /> <br />Member Harms stated that she was in favor of the proposal and that without the expanded <br />hours for the coffee shop, the business will not locate in the Library. She found no <br />problem with the site plan or the impact on the neighbors. <br /> <br />MOTION: Member Harms moved, second by Member Thein to recommend approval of <br />Bruce ThompsonlRamsey County Library request for PUD approval for a retail coffee <br />shop within the Ramsey County Library at 2180 Hamline Avenue with the following <br />conditions: <br /> <br />4 <br />
