The proposed drive-up window location for the coffee shop <br />would be on the south side of the building in advance of the existing book return drive-thru area. <br />The aisle in front of the window would be approximately 15 feet wide, based on the site plan. This <br />means that single file traffic will proceed through the drive-up area. To reach the existing book <br />return, traffic must go through the same line as the coffee shop drive-up traffic. <br /> <br />We previously have estimated the volume of traffic generated by a drive-up type coffee facility. A <br />review of the calculations for those facilities, plus observations of an Outpost Java in Apple Valley <br />and conversations with transportation professionals from Seattle where some of the drive-thru coffee <br />concepts originated, have lead us to estimate that the maximum backup from the window would be <br />approximately four to five vehicles. Most of the time, we anticipate one to three vehicles. <br /> <br />The drive-up aisle will easily accommodate three vehicles without impact on any traffic circulation. <br />The fourth vehicle may create some minor problems depending upon where the rear bumper is. A <br />fifth vehicle will be in the driving lane of the major east-west aisle south of the library. <br /> <br />We anticipate that the book return traffic will add to the backup. However, if the backup is four <br />vehicles or more, we anticipate that the book return traffic will probably park, possibly illegally, and , <br />walk across the drop boxes. There is enough distance between the drive-up window for the coffee <br />shop and the book return so that pedestrians are not surprising motorists as they pull away from the <br />coffee window. The library may wish,to look at a remote book return. <br /> <br />Much of the parking at the east end appears to be employees. Thus, where the book drop parking <br />may take place will already be full of employees.
