The disadvantage is that there is little likelihood of an open parking stall in <br />the east aisles. <br /> <br />The site plan shows plantings along the south edge of the plaza area in front of the library entrance. <br />These plantings are approximately 50 feet in length from the building to the west. They are across <br />an existing crosswalk which lines up the entrance to the library with one of the parking islands. The <br />crosswalk will be relocated from this spot to one in line with a parking aisle further to the west of <br />the plantings. If this is done, pedestrians will not be crossing through the backup of traffic at the <br />drive-up coffee shop location. If the plantings are not inplace or pedestrians can cut through them, <br />we anticipate that the pedestrians will also walk between the stopped vehicles in the coffee drive-up <br />line. <br /> <br />By placing the island of plantings in the plaza, the convenience of the second and third parking aisles <br />is lessened. This will place more of the library traffic in the west parking aisle. This. in turn, will <br />cut down on the traffic in front of the entrance to the drive-thru coffee area. <br /> <br />There will be some congestion in the area of the new pedestrian crosswalk. At that point, traffic <br />destined for the drive-up window will have to make a left hand maneuver to get into the parking lot <br />behind the drive-up window. At the same spot, there will be eastbound traffic desiring to reach <br />library parking spaces, westbound traffic from the library parking spaces and pedestrians crossing. <br />This is a better alternative then if pedestrians maintain their existing crossing, but still the source of <br />a number of conflicts. <br /> <br />, Final traffic consideration is that much of the traffic leaving the coffee drive-up aisle will have to <br />use the far east aisle in the parking lot. This will tend to place more traffic at the County Road B <br />entrance and create a few more conflicts between traffic turning right from westbound County Road <br />B and that traffic traveling west in the aisle. This may not create sight line problems since the front <br />parking appears to be seldom used. Drive-up traffic desiring to reach Hamlinc A venue will be forced <br />to either cut through the parking area or drive around the east, south and west parking aisles. <br /> <br />In summary, we feel that there is adequate storage for the drive-up location if the 50 feet ofplantings <br />and some type of pedestrian barrier is provided. We also anticipate that the use of the book return <br />in the drive-thro lane will diminish significantly and that there will be increased illegal parking with <br />a walk over to the book return. This should not Create much of a traffic problem. <br /> <br />- <br /> <br />. <br />
