<br />CITY OF ROSEVILLE <br />PLANNING REPORT <br /> <br />DATE: 08-14-96 <br /> <br />CASE NO.: 2848 <br /> <br />Planner Approval: <br /> <br />Department Approval: <br /> <br />Agenda Section: <br /> <br />Item Description: <br /> <br />6(a) <br />Bruce ThompsonlRamsey County Library request for PUD approval for a <br />retail coffee shop within the Ramsey County Library at 2180 Hamline <br />Avenue. <br /> <br />Background: <br /> <br />The Roseville Branch Library, located on Hamline Avenue and County Road B, was built in <br />1993. The property it is located on is designated for civic uses on the City's Comprehensive <br />Land Use Guide Plan and is zoned R-1 Single Family. The building is 43,000 square feet in size <br />and is constructed of face brick with anodized aluminum facia and trim. The library parking lot <br />has 225 parking spaces. <br /> <br />Library officials are proposing to lease approximately 1800 square feet of space at the Roseville <br />Branch Library to Dunn Brothers Coffee for a shop providing coffee and coffee related beverages <br />and food to library patrons and the general public. In the R-1 Single Family Zoning District, this <br />retail use is not considered either a permitted use or a conditional use. The PUD application <br />provides the opportunity for the City to consider a mixed use development on this site. <br /> <br />Development Summary: <br /> <br />The property under consideration is zoned R-1 Single Family Residential and is designated for <br />civic uses on the City's Comprehensive Land Use Guide Plan. The 43,000 square foot building <br />is the largest branch library in the Ramsey County Library system. Ramsey County Library <br />officials and Dunn Brothers Coffee are proposing a project which would incorporate an 1800 <br />square foot coffee shop within the existing library, immediately east of the main entrance along <br />the south side of the current public space. This space is currently utilized by the library for book <br />cart storage and over-flow checkout. The carts would be stored in other areas of the building and <br />the checkout lanes would be redesigned to make better use of existing space in the circulation <br />area. The library and coffee shop would share common space, such as the entry vestibule, <br />deliver area, restrooms, trash receptacles, and parking. The project designers have indicated that <br />the existing HV AC equipment, water service, and electrical service will be used and that no <br />additional equipment will be required. The coffee shop will utilize the existing exterior driveway <br />configuration (currently designed for drive-up library use) for drive-up coffee sales. <br /> <br />The exterior drive-up window, currently in existence, is proposed to be relocated approximately <br />12 feet east of its current location to better accommodate the interior counter and seating area <br /> <br />1 <br />
