This adjustment will not affect the exterior driveway and circulation layout nor the <br />access to the book drop off windows approximately 55 feet further east of the relocated drive up. <br />Dunn Brothers has indicated that from past experience, they do not expect more than two autos <br />stacking at the drive-up window. The City's traffic consultant's numbers, in the Engineering <br />review section are somewhat higher. With the exception of signage, moving the drive-up <br />window is the only modification proposed for the exterior of the library that would result rrom <br />the addition of the coffee shop. The sign package is currently being negotiated with the library. <br /> <br />Internal library security will be handled by a reconfiguration of the library check-out counters <br />and security devices, in conjunction with alarms at the entrance/exit doors of the coffee shop. <br />These will be activated or deactivated in conjunction with the hours of operation of each unit. <br />The hours of operation of each are as follows: <br /> <br />Library <br /> <br />~onday, Tuesday, Wednesday, Thursday <br />Friday, Saturday <br />Sunday <br /> <br />10:00 a.m. - 9:00 p.m. <br />10:00 a.m. - 5:00 p.m. <br />1 :00 p.m. - 5:00 p.m. <br /> <br />Coffee Shop ~onday through Saturday <br />Sunday <br /> <br />6:30 a.m. - 9:00 p.m. <br />7:30 a.m. - 9:00 p.m. <br /> <br />Engineering Considerations: <br /> <br />The Engineering Department has reviewed the above project located within the Roseville Public <br />Library on the comer of Hamline Avenue and County Road B. The main concern is with traffic <br />circulation on the site. The key traffic issues are as follows: <br /> <br />1. The existing book return uses the same drive-up as the proposed coffee shop. Since the <br />drive aisle allows one-way traffic only, those who wish to use the book return must go <br />through the same line as the coffee shop drive-up traffic. During periods when there are <br />cars in line for the coffee shop, book return traffic may park, possibly illegally, and walk <br />across to the drop boxes. It is anticipated that use of the drive-up book return will <br />decrease significantly as a result. The library should consider a remote book return to <br />eliminate conflicts. <br /> <br />2. It is estimated that on average, one to three vehicles will back up from the window. The <br />maximum is estimated at four to five vehicles. The drive-up aisle will accommodate up <br />to three vehicles without any traffic impacts. If there are five vehicles in line, the major <br />east-west drive aisle will be impacted. It is not anticipated that the impact would cause <br />conflicts at the Hamline A venue entrance. <br /> <br />3. There are currently two crosswalks from the handicap parking stalls in the south lot to the <br />plaza area in rront of the entrance. The easterly crosswalk has a pedestrian ramp while <br />the westerly one does not. With three cars in line, the easterly crosswalk would be <br />blocked. The plan calls for the elimination of the easterly crosswalk and pedestrian ramp. <br />The ramp would be replaced with plantings to form a barrier to pedestrians. This will <br />provide the storage required for the drive-up window; however, the library would be <br /> <br />2 <br />
