<br />required to construct a pedestrian ramp for the westerly crosswalk. <br /> <br />In summary, the site as proposed should not create a significant traffic problem. <br /> <br />Other Issues: <br /> <br />The proposed planned unit development is seeking to create a mixed use project that would blend <br />together the existing civic use of the library with a private service provider is intended to do a <br />number of things for the library. First, it would make the library more usable and user friendly <br />for its patrons. In some respects, it would be similar to the Barnes and Noble Book Store/Coffee <br />Shop concept. It will expose more users to the library. By leasing space to a private <br />entrepreneur, revenue will be generated for the library. In addition, this portion of the library <br />will become a taxable entity in the City of Roseville with an estimated annual property tax <br />liability of approximately $3,000. From the private sector perspective, this project would also <br />create a new viable business and the jobs that go with it. <br /> <br />Summary and Conclusions: <br /> <br />Ramsey County Library officials are proposing to lease approximately 1800 square feet of space <br />at the Roseville Branch Library to Dunn Brothers Coffee for a coffee shop to serve library <br />patrons and the general public. In the R-1 zoning district, an application for a planned unit <br />development is the only way to consider this proposed mixed use development. The library's <br />objectives in this PUD application include making the library more usable and user friendly for <br />its patrons, exposing more users to the library, and generating revenue for the library. In <br />addition, the portion of the library leased to the private sector operator will generate property <br />taxes and create a new business and the jobs that go with it. From a site plan perspective, the <br />primary concern is traffic circulation on the site. This has been reviewed by the Engineering <br />Department and the City's traffic consultant, who have found that, while there may be some <br />impact on the book drop and the need to replace a pedestrian ramp, the proposed use will not <br />create any significant traffic problems for the library. Therefore, staff recommends approval of <br />the Ramsey County Library request for a mixed use planned unit development that would <br />incorporate a retail coffee shop within the Roseville Branch Library, located at 2180 Hamline <br />Avenue. <br /> <br />Staff Report by: Michael Falk <br /> <br />3 <br />
