';;2)
~-

January 7, 1992

Mr. Norman Vinnes
Executive Director
Ramsey County Library
2180 Hamline Avenue N.
Roseville, MN 55113

Dear Mr. Vinnes:

Thank you, members of the Ramsey County Library Board and members
of the Friends of the Library, for attending the Roseville City
Council work session on Monday, December 16. We appreciate your
efforts to accomplish the upgrade of the Roseville Branch of the
Ramsey County Library.

At the work session, you heard the City Council desire to ensure
that a first rate facility is constructed to serve the needs of
our community for years to come. Concern was expressed that the
proposed plan may not serve this purpose since this Library Branch
is already one of the busiest in the state. As a result, the City
Council respectfully requests that the Ramsey County Library Board
reconsider the decision to add on to the present building.

The City Council is of the opinion that adding on to the present
structure may increase your operating costs and may not serve the
long-term needs of the community. As discussed at our work ses-
sion, if the Library Board and the Ramsey County Board of Com-
missioners decides to reconsider your building plans and construct
an entirely new facility, the City may be interested in a finan-
cial contribution to the project.

Again, we appreciate your willingness to consider the comments of
the Roseville City Council and interested residents. We look for-
ward to your decision and will be willing to respond quickly with
more details about what financial contributions we might make when
we better know your building plans.

Sincerely,

steven R.
