November 20, 1991 Ramsey County Libra~ Board c/o Mr. Norman Vinnes, Director Ramsey County Library 2180 Hamline Avenue N. ,Roseville, MN"55113 ~ ~- Dear Mr. Vinnes and Members of the Board: Having been asked to,identify alternatives for an interim site for the Roseville Branch, during construction, several alternatives have been explored which may be of interest. The Har Mar Mall people are receptive, but suggest a meeting to discuss the many possible alternatives. Space possibilities include: a kiosk, a book return in one of the common areas, a 6,000 square foot finished vacant space in a higher traffic area of the mall, and a 9,000 square foot unfinished vacant space in a lower traffic area of the mall. Typically, leased space includes utility costs (paid directly to NSP by tenant in all cases), plus an operating charge (typically $5.25 per square foot per year for maintenance of public areas and .taxes), plus rent (ranging from $7 to $15 per square foot per year). Har Mar representatives indicate they may have some flexibility on price, particularly on the amount of rent, depending on the space desired py the Library. Specific details should be discussed in a , meeting. Let me know if you have ,an interest in pursuing this approach, and I will be happy to arrange a meeting. The City may also have space available. Two possible locations came to mind--the Roseville Activity Center and the Old City Hall locations (former Parks and Recreation offices).
