The Petitioner is a duly constituted governmental <br />subdivision of the State of Minnesota. <br /> <br />2. That the Petitioner deems it necessary to obtain the <br />lands herein described in fee simple absolute together <br />with all structures, trees, shrubs, grass and herbage on <br />the property, and to keep and have the exclusive control <br />of the same. See Ramsey County Board Resolution No. 89- <br />817, dated November 7, 1989, a certified copy of which <br />is attached hereto as Appendix A and made a part hereof. <br />
