<br />r~ ~tO <br />'~,p <br />~A1~ <br /> <br />, ~~ <br /> <br />~ Item Description: <br /> <br />REQUEST FOR COUNCIL ACTION <br />DATE: 10-14-96 <br /> <br />ITEM NO.: 1-2 <br /> <br />Department Approval: <br /> <br />~~ <br /> <br />Agenda Section: <br />Ordinances and Resolutions <br /> <br />- .' <br /> <br />Ordinance amending the Roseville City Code Chapter 1010.15 <br />to add requirements for professional landscape plans. <br />(Third Reading and Adoption) <br /> <br />Background: <br /> <br />In the City Code, it has not been clear who must prepare a landscape plan. Many <br />times the plans simply illustrate circles for plants with mislabeled materials, poor sizing, <br />and/or poor locations for that material. The staff has proposed the attached ordinance <br />which would require professional landscape plans be submitted by a registered <br />landscape architect for all non-single family projects in excess of $500,000 in <br />construction value. A second Council reading was held September 23, 1996. <br /> <br />On September 23, 1996, the Council debated the City policy: should the City require <br />registered professionals to complete large site plans or should the City rewrite the City <br />Code and policy to state the "quality" issues necessary for approval of a site plan. <br /> <br />In general, the Council has already completed a series of updates to the Code which <br />state the official design standards of the community. It is more difficult to define <br />"quality" when dealing with design itself. Design quality tends to be more of an abstract <br />term which depends on the "eye of the reviewer" and the initial competenceltraining of <br />the architect or other professional. To provide some illustration, the staff prepared a <br />report on projects completed in the past three years. <br /> <br />Attached is a report on the major projects of more than $1,000,000 in Roseville during <br />1994 through 1996. A picture is included. Each building/site plan met the design <br />criteria at the time of approval. Note the projects which used a registered landscape <br />architect. <br /> <br />Alternate solutions include the following: <br /> <br />1. <br />2. <br /> <br />Require ragiltered 18ndacape architects. <br />Require registered landscape architects and/or others as approved by the <br />Community Development Director. <br /><<~c1..~~ ~ o~ <br />~ <br /> <br />1 <br />
