Backaround The purpose of the attached ordinance amendment is to amend the City's public notice and hearing process to be consistent with the State imposed 60 day review and decision limits and to provide a consistent public notice and hearing process for all zoning related matters. Specific Details of Ordinance: The attached ordinance amendment does the following: 1. Public hearing notices must be mailed to property owners within 350 feet of the site instead of 250 feet. 2. The Planning Commission must forward a recommendation on a preliminary plat to the City Council within 30 days instead of 45 days. 3. A separate application will be required for final plats. 4. Approved plats must be recorded with the Ramsey County Recorder prior to the issuance of any building pennits or within 60 days, whichever is less. Summary and Conclusion: Staff recommends that this item be approved and sent on to the Council for a first reading on J\ugust 26, 1996, with any additions/corrections from the Planning Commission.
