Filing: After approval of disapproval of the preliminary plat by the City Council, the owner or subdivider may, within sixty (60) days thereafter, file with the City a new ap.J>lication for final plat approval. At the time of the filing of the plat, there shall be filed an additional three (3) copies together with an up- to-date certified copy of abstract or certified registered property certificate showing the title to the land designated in the plat. The City Council shall refer the original and one copy of the plat to the Public Works Director for examination and report, and shall also refer the abstract or the registered property certificate to the City Attorney for examination and report. The Public Works Director's and the Attorney's report shall be due within fifteen (15) days after such reference.
