After completion of the review and approval by the Community Development Director and City Manager. the survey shall be recorded by the applicant with the Ramsey County Recorder within sixty (60) days. Failure to record the subdivision within sixty (60) days shall nullify the approval of the subdivision. f.:. Three Parcel Minor Subdivision. When a subdivision creates a total of three (3) or less parcels. situated in an area where public utilities and street right-of-ways to serve the proposed parcels already exist in accordance with City codes. and no further utility or street extensions are necessary. and the new parcels meet or exceed the size requirements of the zoning code. the applicant may apply for a minor subdivision approval. The proposed subdivision. in sketch plan form. shall be submitted to the City Council at a public hearing with notice provided to all property owners within 350 feet. The proposed parcels shall not cause any portion of the existing lots. parcels. or existing buildings to be in violation of this regulation or the zoning code. Within thirty (30) days after approval by the City Council. the applicant shall supply the final survey to the Community Development Director for review and approval. A certificate of survey shall be required on all proposed parcels.
