<br />REQUEST FOR PLANNING COMMISSION/CITY COUNCIL ACTION <br /> <br />DATE: 09-11-96 <br />ITEM NO.: 2854 <br /> <br />Manager Received: <br /> <br />Agenda Section: <br /> <br />Planner: <br />1fwMr <br /> <br />Item Description: <br /> <br />6(a) <br /> <br />An ordinance amending the Roseville City Code Section <br />1104.4 regarding subdivisions wherein a plat is not required. <br /> <br />Background: <br /> <br />The proposed ordinance amendment would: <br /> <br />. better define minor subdivisions, <br /> <br />. clarify and simplify the minor subdivision review process, <br /> <br />. clarify City staff review responsibilities, and <br /> <br />. require the applicant to record the minor subdivision with the County Recorder <br />within 60 days of approval. <br /> <br />Development Summary: <br /> <br />Attached for Planning Commission/City Council review is an ordinance amending the <br />Roseville City Code Section 1104.4 which changes the way the City would handle <br />minor subdivisions of property. This ordinance amendment is necessary to more <br />efficiently handle minor subdivisions of property and insure that the City's process is <br />consistent with State statutes. This ordinance amendment is also appropriate because <br />Roseville is fully developed with limited opportunity for any major subdivisions. Most <br />subdivision of property, that will occur now, is the simple division and combination of <br />lots, as well as small land trades between adjacent properties. Specific details of the <br />ordinance include the following: <br /> <br />1. The proposed ordinance would expand the types of minor subdivisions from two <br />to five. The two types of minor subdivisions in the current ordinance, which will <br />be continued, include the common wall duplex subdivision which allows staff <br />approval where the subdivision occurs down the middle of the common wall. <br />The second type of minor subdivision which will be continued, is the transfer of <br />small parcels of land between two adjacent property owners (recombination). <br />The three new types of minor subdivisions will be consolidations, corrections, <br />and three parcel minor subdivisions. Consolidations occur when the owner of <br /> <br />1 <br />
