<br />Air Emission Pennit No. 12300387-9 <br />Page 3 of 22 <br /> <br />OVERVIEW <br /> <br />1. Duty to Comply <br /> <br />The Permittee shall comply with the conditions contained in this permit in order to attain, <br />maintain and demonstrate compliance with applicable Minnesota and federal statutes, federal <br />regulations and Minnesota rules. The emission units and pollution control equipment authorized <br />in this permit are as described by the permit application unless specifically noted in this permit. <br /> <br />2. Overview and Description of Changes Authorized by This Permit <br /> <br />The Permittee owns and operates a circuit boards manufacturer at 1633 Terrace Drive, Roseville, <br />Ramsey County, Minnesota. The stationary source consists of one clean/develop process, two <br />polymer coaters each with its own electric dryer, one sodium bicarbonate developing process, <br />12 etch and 12 strip modules, one oxide tank, two groups of drills, one sensitizing process, one <br />copper plating process, one alkaline etching process, one soldermasklbaking process, one <br />solderflux process, one gold plating process, one nomenclature printing process, one group of <br />routing equipment, a wastewater treatment process and a testing laboratory. <br /> <br />The Permittee proposes to add a new electroless copper plating line, which consists of series of <br />solution baths as follows: solvent swell, de smear, neutralize, clean/condition, micro etch, pre- <br />dip, activate, accelerate, electroless copper plate, neutralize and anti-tarnish. The emissions of <br />these units will be routed to a packed bed scrubber prior to exhausting to the ambient. <br /> <br />The modification authorized by this permit requires a moderate permit amendment as specified <br />in Minn. R. 7007.1450. <br /> <br />Following is a summary of the changes in hourly emission rates, in pounds per hour at a <br />maximum source capacity calculated as specified in Minn.
