R. 7002 (Fees). <br /> <br />· Emission Inventory. Pursuant to Minn. R. 7019.3000 (Emission Inventory), the Permittee <br />shall submit an annual emission inventory, to the MPCA by April 1 of the year following the <br />year being reported. The Emission Inventory shall be in the format specified by the <br />Commissioner or designee. <br /> <br />· Circumvention. Pursuant to Minn. R. 7011.0020, the Permittee shall not install or use a <br />device or means that conceals or dilutes emissions, which would otherwise violate a federal <br />or state air pollution control rule, without reducing the total amount of pollutant emitted. <br /> <br />7.10 Compliance with other MPCA Rules <br /> <br />The Permittee must comply with all applicable Solid Waste Rules (Minn. R. ch. 7035), all Water <br />Quality Rules (Minn. R. chs. 7050, 7056, 7060 and 7065), and all Hazardous Waste Rules <br />(Minn. GENERAL CONDITIONS <br /> <br />I. Unchallenged provisions of this permit remain valid despite any successful challenges to <br />specific portions of the permit. <br /> <br />2. The Permittee must comply with all conditions of the permit. Any permit noncompliance <br />constitutes a violation of the state law and, if the provision is federally enforceable, of the <br />Clean Air Act. Such violation is grounds for enforcement action by the MPCA or the <br />EP A; or for permit termination, revocation and reissuance, or amendment; or for denial of <br />a permit reissuance application. <br /> <br />3. It shall not be a defense for a Permittee in an enforcement action that it would have been <br />necessary to halt or reduce the permitted activity in order to maintain compliance with the <br />conditions of this permit. <br /> <br />4. This permit may be reopened and amended or revoked for cause as provided at <br />Minn. R. 7007.1600 (permit Reopening and Amendment by MPCA), to Minn. R. 7007.1700 <br />(Permit Revocation). The filing of a request by the Permittee for a permit amendment, <br />revocation and reissuance, or termination, or of a notification of planned changes or <br />anticipated noncompliance does not stay any permit condition, except as specifically <br />provided in Minn. R.. 7007.1450, subp. 7 (Minor and Moderate Permit Amendments). <br /> <br />5. This permit does not convey any property rights of any sort, or any exclusive privilege. <br />
