Changes made pursuant to Minn. R. 7007.1350 (Changes which Contravene <br />Certain Permit Terms), may not be made until seven working days after the AQD receives <br />written notice of the change. The notice shall include a certification by a responsible official <br />describing the change to be made, identifying the terms of the permit which is being <br />contravened, stating that the change is authorized under Minn. R. 7007.1350, and briefly <br />describing how it qualifies. The Permittee shall attach the notice to their permit. This notice <br />must be submitted with Part 10 of this permit. <br /> <br />7.8 Ownership Transfer or Name Change <br /> <br />This permit may not be assigned or transferred by the Permittee without submitting a written <br />request to the AQD. The written request shall contain a written agreement containing the <br />specific date for transfer of permit responsibility, and coverage, and liability between the current <br />and new Permittee. <br /> <br />7.9 Other Special Requirements <br /> <br />· Inspection and Entry Requirements. Upon presentation of credentials and other <br />documents as may be required by law, the Permittee shall allow MPCA staff, or an <br />authorized representative or agent of the MPCA, to perform the following: <br /> <br />Enter upon the Permittee's premises where the stationary source is located or activity is <br />conducted, or where records must be kept under the conditions of the permit; <br /> <br />Access and copy, at reasonable times, any records that must be kept under the conditions of <br />the permit; <br /> <br />Inspect at reasonable times any facilities, equipment (including monitoring and air pollution <br />control equipment), practices, or operations regulated or required under the permit. For <br />purposes of this Subpart, reasonable times include any time that the stationary source is <br />operating; and <br /> <br />Sample or monitor any substances or parameters at any location: at reasonable times, for the <br />purposes of assuring compliance with the permit or applicable requirements or as otherwise <br />authorized by the act or state law. <br /> <br />Nothing in this condition shall be read to limit the MPCA's authority under Minn. <br />Stat. ~ 116.091, and section 114 of the Clean Air Act (Record keeping, Inspections, <br />Monitoring, and Entry) or other law. <br />
