We accept this calculation method since emission <br />factors for circuit board manufacturers are not readily available. Determination of an <br />emission factor via performance testing would be costly and resu~t in an emission rate only a <br />fraction of that allowed by rule. <br />· Volatile organic compound (VOC) emissions are based on continual operation and a pounds- <br />per-hour emission rate, with the rate determined from purchase records during maximum <br />operation. We accept this method as the worst case VOC emitted to the ambient air. <br />Purchase records represent worst case emissions by assuming all VOC is emitted. We <br />believe not all purchased VOC is emitted; purchases do not take into account unused <br />materials, materials wasted, chemical reactions which may lead to a compound which is not a <br />VOC, and material transfer to medias other than the air (i.e. water). <br /> <br />2. Re2ulatory and/or Statutory Basis of Emission or Other Limit <br /> <br />Emission Unit No.: 048 <br /> <br />Emission Limit and/or Special Conditions: PM limit of 0.085 gr/dscf and Opacity Limit of 20 <br />percent. A new electro less copper plating line is done in the aquous solution, and the PMlPMlO <br />emissions will be controlled by a packed bed scrubber prior to exhaust to the ambient.
