FROM: RE: ACI Fence Extension In the past two weeks, Mike Falk and I met with the contractor for the original fence, Keller Fence (Tim Dyrhaug, 646-5404). He is preparing a detailed quotation for the city. The fence can be installed only when the frost is out of the ground. Tim estimates that this will be in late March or early April. The cost estimate should be here next week for staff and Council review. Today I received a call from Jill Tudisco (636-8620), a neighbor of the original contact, Lisa. Willcoxen. Ms. Tudisco said she had noticed increased noise from the loading doors as well as the new rooftop machinery installed in December. She has alerted ACI to the noise issues and will ask for a noise buffer. ACI says the noise buffer is already in place. It may be misplaced for Ms. Tudisco who says the noise is worse and the loading docks are really bothersome at 3:00am. Our inspectors are spending Jan. 10 through Ian 12 at the annual state building inspection seminars. We will send an inspector out to review the machinery and the noise on Friday, January 12th or Tuesday the 16th. Uodate 1/18/96: Steve, my understanding of the Council direction from the 1/16/96 meeting was to: ~) The staff will talk with the neighbor concerned with the noise, explaining the Council's AJJtt interest in solving this issue, but to make it clear that further extensions of the fence beyond the 210 feet would require a cooperative effort between the residents and the ndustries. ~ ) The City would work with ACI and the property owners to try to resolve the 210 feet of fence because the City was involved in granting variances and permits to allow ACI to intensify on this site. The City's share of this fence extension would amount to 50% of the construction cost (50% = approx. $3,500 no source =TIF fund), but no land or maintenance costs.
