WORK SESSION AGENDA ITEM NO. 7

City of Roseville
Community Development Department

Memo
Jan 11, 1996

TO: Steve Sarkozy, City Manager
FROM: Dennis Welsch, Community Development Director (490-2232) ~

RE: A.C.I. FENCE EXTENSION COST ESTIMATES

Attached are the cost estimates that we requested from Keller Home Improvement to extend their
previous fence project at the back of the AC.I. site.

The fence extension (similar design as previous fence) is estimated to be 210 feet long and would
cost $6,945.00. This amounts to $33.07 per lineal foot offence. To remove the existing fence (72
feet), add an additional $370.00. Within the next week, AC.I. will review these costs and
hopefully agree to the improvement on their leased property or the land owner (St. Paul
Properties) will have to hecome an additional partner. I am assuming that this fence extension
would paid for on a 50%/50% basis between AC.I. and the City.

FURTHER FENCE EXTENSION BEYOND A.C.I.:

There is approximately 500 feet of additional residential area behind ARA, another user to the
west of AC.I. If these ~idents also needed a fence, the added cost for this section would be
approximately $16,500\jhis assumes that the City could obtain permission to install the fence on
private property and some type of agreement from the property owner to maintain it in the future.

POLICY DECISIONS:

This form of "buffering" of existing businesses from residential areas is a proactive approach to
the noise and visual problems that Roseville has along some of the industrial/commercial and
residential borders. As in the past, it is my assumption that the Council will want to review this
policy city-wide as well as on a case by case basis. This could become a very expensive program
on the remaining existing commercial and industrial parcels along Rice, Larpentuer, Lexington,
and Snelling. Another example is the County Road "C" area between Hamline and Snelling,
where the cost of minimal fencing in this area would cost in excess of $48,000.

"\"\,.... I, .. _ ~.
