<br />1.tu1u <br /> <br />City of Roseville <br />Community Development Department <br /> <br />Memo <br /> <br />Jan 18, 1996 <br /> <br />TO: Steve Sarkozy, City Manager <br /> <br />FROM: Dennis Welsch, Community Development Director (490-2232) <br /> <br />RE: ACI Fence Extension <br /> <br />In the past two weeks, Mike Falk and I met with the contractor for the original fence, Keller <br />Fence (Tim Dyrhaug, 646-5404). He is preparing a detailed quotation for the city. The fence can <br />be installed only when the ITost is out of the ground. Tim estimates that this will be in late March <br />or early April. The cost estimate should be here next week for staff and Council review. <br /> <br />Today I received a call ITom Jill Tudisco (636-8620), a neighbor of the original contact, Lisa. <br />Willcoxen. Ms. Tudisco said she had noticed increased noise ITom the loading doors as well as <br />the new rooftop machinery installed in December. She has alerted ACI to the noise issues and <br />will ask for a noise buffer. ACI says the noise buffer is already in place. It may be misplaced for <br />Ms. Tudisco who says the noise is worse and the loading docks are really bothersome at 3:00am. <br /> <br />Our inspectors are spending Jan. 10 through Jan 12 at the annual state building inspection <br />seminars. We will send an inspector out to review the machinery and the noise on Friday, January <br />12th or Tuesday the 16th. <br /> <br />Uodate 1/18/96: Steve, my understanding of the Council direction from the 1/16/96 <br />meeting was to: <br />1) The staff will talk with the neighbor concerned with the noise, explaining the Council's <br />interest in solving this issue, but to make it clear that further extensions of the fence <br />beyond the 210 feet would require a cooperative effort between the residents and the <br />industries. <br /> <br />-*- <br /> <br />2) The City would work with ACI and the property owners to try to resolve the 210 feet of <br />fence because the City was involved in granting variances and permits to allow ACI to <br />intensify on this site. The City's share of this fence extension would amount to 50% of the <br />construction cost (50% = approx. $3,500 ... source =TIF fund), but no land or maintenance <br />costs. This may be a key reason for future approvals or rejections of funding requests. <br /> <br />3) The City may be offering a "Good Neighbor/Quality of Life Revolving Loan Program" <br />to which the industries could apply to borrow funds for installation of fencing, noise barnes, <br />landscaping, or other sound deadening solutions. <br /> <br />1 <br />
