The Initial construction ot Rose Place was outside ot the 66 toot right-ot-way. <br /> <br />. A 22 toot easement along north right-ot-way line was acquired. <br /> <br />. The street location created house setback issues along south side ot Rose <br />Place. <br /> <br />. Vacating right-ot-way will alleviate setback problems in this area. <br /> <br />Development Summary: <br /> <br />As part ot the 1996 pavement management projects, the City reconstructed Rose <br />Place, east ot Snelling Curve. During the design process, it was discovered that the <br />roadway was not constructed within the 66 teet ot right-ot-way dedicated when the area <br />was platted. Rather, the roadway was contained almost entirely within a 22 toot <br />easement adjacent to the north right-ot-way line. This is detailed in the attached <br />drawing. As part ot the 1996 PMP project, the roadway was shifted approximately 8 <br />teet to the south, which has left a 9 toot boulevard area to the north ot Rose Place and <br />a 50 toot boulevard area to the south ot Rose Place. This large right-ot-way has <br />created setback problems tor many homes along the south side ot Rose Place. Many <br />ot the existing homes tront directly on the south right-ot-way line on Rose Place. <br />Consistent with past practice, since the entire right-ot-way is not needed by the City, it <br />is proposed to vacate the southerly 28 teet ot the right-ot-way to the adjacent property <br />owners. This will result in a 60 toot right-ot-way which is consistent with other <br />residential streets in Roseville. <br /> <br />1 <br />
