RE: Twin Lakes (Parcels 1-30)
Environmental Assessment Worksheet (EA W)

Dear Mr. Welsch:

The Department of Natural Resources (DNR) has reviewed th~ EA W for th~ Twin Lakes project. We offer the
following comments for your consideration.

Item 11, Fish, Wildlife, and Ecologically Sensiti\.c Resources, discusses a drainage ditch as being in the
... southeast part of the study area" and references Figure 4 In examining Figure 4, it appears that the study area is
incorrectly depic.ted, In addilion, if Figure 4 is otherwise correct. ir appears that the ditch is in the northeast part of
the site, thus draining into Oasis Pond. Because the EA W does not clearly show the drainage patterns in and
surrounding the study area. is our observation corre.;t'? Also regarding the discussion in Irem 11. the EA W
com:!.:!l)' indicates thal wildlife will be displaced due to project-relatcd habitat losses. However, even if other
suitJble hahitat were available, an overall population decline can be expect~d long-term ~ a r~sult of intra-specific
competition, Habitat loss results in wildlife loss.

Thank you for the oppommity to review this project. We do nor recolTummd preparation of an environmental
impact statement (EIS) for the proj~ct, We look forward to rece1\'ing your record of decision and re~'Ponses to
conunents. Minnesota Rul~s pan 4410.1700. subpart"4 & 5. require you to send us your Record of Decision
v.'ithin five days of deciding rIus actinn. Please contact Bill Johnson of my staff at (612) 296-9229 if you have
questions regarding this letter.
