Mr. Dennis Welsch
Page 2

Item 23 Vehicle-related Air Emissions

A copy of the EA W has been provided to MPCA Air Quality Division staff for review.

Item 25 Noise

Existing noise levels were monitored on three occasions, February 27, March 5, and March 10,
with existing and predicted sound levels reported in comparison with the LlO daytime noise
standard. We request that the results for nighttime conditions also be reported and that the
existing and predicted levels also be compared to the Lso standards. Field conditions in existence
at the time of the monitoring were not indicated. However, since all of the background
monitoring was conducted during the winter, please explain how the results would or would not
be expected to change during the summer when weather conditions, traffic volumes, driving
conditions, and vehicle speeds might be different.

Thank you for the opportunity to review this project. Please note that the city, as the responsible
governmental unit for the EA W, is required to provide specific responses to these comments
pursuant to Minn. R. 4410.1700, subp. 4. These responses must be received prior to issuance of
necessary MPCA permits or approvals for the project. If you have any questions concerning our
review of this EA W, please contact Craig N. Affeldt of my staff at 612/296-7796.

Sincerely,
\/f/1 ,,1 .
