The staff review has concluded that the <br />EA W is complete and accurate with respect to regional concerns and raises no major issues of <br />consistency with Council policies. An EIS is not necessary for regional purposes. However, staff <br />provides the following comments for your consideration: <br /> <br />6. Description <br /> <br />The EA W indicates that a parkway will be constructed through the site. Grading of the site will be <br />necessary to redevelop the area and may impact MCES structures. For this reason, the city should <br />submit its grading plans to the Council's MCES offices for review and approval before the start of any <br />construction activity in the vicinity of the interceptor. <br /> <br />8. Permits and Approval Required <br /> <br />Item 6. on page 3 discusses a plan amendment entitled, The Twin Lakes Comprehensive Plan <br />Amendment, which the city anticipates will be approved by June 1997. This plan amendment should be <br />included in this section. The Council does not have record of this plan amendment. If the city is seeking <br />Council approval by June 1997, it should submit the amendment in the near future. Roseville should also <br />include all permits and approvals associ:ited with the proposed hazardous site cleanup in this section. <br /> <br />9. Land Use - Potential Environmental Contamination <br /> <br />The EA W does not adequately address soil contamination and leaking storage tank issues that are <br />associated with the proposed development. It describes in great detail other projects and remediation <br />work plans that have been done for other redeveloped parcels, but each site is unique.
